Weren?t We Supposed to Have Laser Guns by Now?

The Navy on Monday announced plans to defend its ships in the Persian Gulf by equipping one with a laser. We?ve been hearing about laser warfare for decades, but this is the first deployment of a solid-state laser weapon. Why has it taken so long to develop deployable laser weapons?

The need for a huge a power source, among many other engineering challenges. The theory behind laser weapons is pretty straightforward: destroy a target with a focused beam of electromagnetic energy. (Conventional weapons work on essentially the same theory?a speeding bullet is simply a more tangible way to deliver a lethal dose of energy.) The concept is so simple that people have been batting the idea around for millennia. Legend has it that Archimedes burned enemy battleships with sunlight. The heat-ray used by the martians in H.G. Wells? War of the Worlds was a fictional directed-energy weapon, as was the Death Star that destroyed the planet Alderaan in the Star Wars series. Real-life defense analysts have been expecting laser weapons since the late 1970s. The engineering complications of building a useful laser weapon, however, are vast. First and foremost, weapons-strength lasers require huge amounts of energy. Even in the best models, only 20 percent of the electricity going into the device is fired in the laser. Focusing and targeting the beam uses additional energy. Because of these losses, a 20-kilowatt laser, which could possibly disable or destroy a small boat, consumes hundreds of kilowatts of electricity. (By comparison, a typical window air conditioner uses 1 kilowatt.) That?s the main reason the new laser is being carried on a Navy ship, which has its own robust power supply.

Even if we discovered a portable energy source that could deliver power to a laser in a super-efficient way, a laser gun would still be too large to carry in your hand. A typical laser weapon has three separate beams. The first is sent to measure distortion in atmosphere between the source and the target. When it returns to the device, a computer calculates changes that must be made to adapt the weapon?s beam to the environment. The second beam is a tracking beam. Science fiction depictions notwithstanding, a laser has to remain focused on the target for several seconds to inflict serious damage, and the tracking function enables the beam to keep pummeling a moving target. The third beam carries the actual energy blast and is around 1 meter in diameter. Lasers also get really hot, so the device has to include a cooling system.

There has been one other major obstacle to deploying laser weapons on the battlefield: It?s not enough that they be feasible?they must be either better or cheaper than the weapons we already have. That?s why the military has rolled out the first laser weapons in niche applications rather than building an entire laser-based army. One of the most successful lasers thus far is the Tactical High Energy Laser, which has enough power to destroy small objects like incoming mortar rounds. The Navy faces a different problem from small targets. It?s difficult to hit small, bobbing boats with conventional firearms. A tactical laser, focused on an approaching enemy boat for a few seconds, might melt the gas tank or disable the engine, preventing a repeat of the 2000 USS Cole bombing.

Bonus Explainer: What would it feel like to be shot with a weapons-grade laser? Hot. Lasers deliver energy. A high-powered laser would quickly heat up your skin and eventually the cells underneath. It would certainly hurt, and, if you stood in front of a 20-kilowatt laser for a while, it would kill you. But it?s unlikely that the military would consider using lasers against people anytime soon. Not only are they bulky, they also take too long to kill. The moment you felt the laser, you could simply dive behind any opaque object for protection. (The military is considering a microwave-based weapon to disperse crowds because they trigger the flight response.) A bullet is a far more efficient way to harm a person.

According to the Doha-based Aljazeera channel, Moroccans were among the group of anonymous hackers who conducted a massive cyber attack against Israeli website this weekend.

In addition to Moroccans, the anonymous group includes hackers from Tunisia, Kosovo, Saudi Arabia, Egypt, Albania, Turkey and Indonesia, where most attacks came from, according to Aljazeera.

A number of government?s website was brought early on Sunday, such as the Israel?s Bureau of Statistics, Defense and Education Ministries, Israel Securities Authority, the Ministry of Immigrant Absorption.

In a video posted on YouTube on Sunday, the group of Anonymous said that, ?elite cyber-squadrons from around the world have decided to unite in solidarity with the Palestinian people against Israel as one entity to disrupt and erase Israel from cyberspace.?

?You have NOT stopped your endless human right violations. You have NOT stopped illegal settlements. You have NOT respected the ceasefire. You have shown that you do NOT respect international law,? it added.

But the Israeli government said it foiled the hackers? attempts to disrupt its websites, arguing that the hackers don?t have the skills to damage its online infrastructure.

US civilian adviser killed in Afghan operation

KABUL, Afghanistan (AP) ? A gunbattle during an Afghan-led military operation in eastern Afghanistan left one U.S. civilian adviser and as many as 11 suspected Taliban militants dead, officials said Sunday.

Afghan forces have increasingly been taking the lead in combat operations as international forces prepare to withdraw by the end of 2014. But U.S. and other foreign troops still face dangers as they work to prepare the Afghans to take over their own security.

The American adviser was one of three U.S. civilians killed Saturday. The two others ? a female foreign service officer with the U.S. State Department and an employee with the U.S. Defense Department ? were killed in a suicide bombing in southern Zabul province during a trip to donate books to Afghan students. Three U.S. soldiers also were killed in the attack.

Col. Thomas Collins, a spokesman for U.S.-led forces in Afghanistan, provided new details about the adviser's death Sunday, saying he was killed during fighting in Kunar province. Most of the troops on the ground were Afghan and the Americans were operating in an advisory and training role, he said. The coalition also provided air support.

The two-day operation was launched Friday after a tip that dozens of Taliban were concentrated in an area in the Shigal district, which borders Pakistan, according to provincial government spokesman Wasifullah Wasify.

Afghanistan's Interior Ministry said six Taliban militants were killed in the operation in Sano Dara Sheltan village, including two senior commanders identified as Ali Khan and Gul Raof, the main planner and organizer of attacks in the area.

Wasify put the casualty toll at 11 Taliban militants killed, and four Afghan security forces, six civilians and 10 Taliban militants wounded.

The different figures could not be immediately reconciled, but the governor sent a fact-finding delegation to the area to get more details.

U.S. Secretary of State John Kerry mourned the first death of the foreign service officer killed in the bombing ? the first death of an American diplomat on the job since last year's Sept. 11 attack on the U.S. diplomatic installation in Benghazi, Libya.

Kerry called the death of Anne Smedinghoff, a 25-year-old native of Illinois, a "grim reminder" of the danger facing American foreign service workers serving overseas.

MLB stamps partnership with Qualcomm, hopes it leads to improved connectivity at ballparks

Companies like Cisco have tried lending Major League Baseball a hand in its quest to serve better internet connectivity to game attendees, but Bud Selig & Co. know that a little more has to be done if the proper results are to be achieved. Now, through its own MLB Advanced Media branch, the league is teaming up with Qualcomm Technologies (a subsidiary of the chip-maker) to launch a collaboration that'll "survey, plan and optimize network connectivity for fans at supported MLB parks." According to the terms of the partnership, Qualcomm engineers will provide a detailed plan and assessment on how to improve wireless access at baseball fields, and that's taking into consideration 3G, 4G and, of course, WiFi. Here's to hoping the MLB / Qualcomm alliance plays out well for the sake of those who enjoy an IRL version of America's national pastime -- because we all know how important it is to be able to quickly share that "I can see Rudy Giulani from where I'm sitting" tweet.

Earlier today, Nokia released an updated version of its jam-packed application, giving users, among other things, a Live Tile option that displays various info about the music currently being played -- you know, simple (but useful) stuff like artist and song names. What's more, Nokia Music now also boasts a history feature which takes virtual note of the most recently played tracks, as well as bringing improvements to the download section of the app's mix radio stations. In the last five years, North Carolina has thrust itself onto the national craft beer stage, ?with more breweries than any state south of Pennsylvania (73 and counting), according to the New York Times.? So we put together a few thoughts to guide you through this glorious month:

How to drink a beer like a boss

Know what you are drinking.

Learn the differences between ales and lagers (most beers from NC are ales). Learn what to expect from certain styles, then explore styles that are comparable to those you enjoy. This primer on beer styles will go a long way to setting you up for success.

Temperature is everything. If you?re drinking from the bottle, warm up an ale a little bit with your hands. Lagers are great at refrigerator temperatures ? around 40F. Closer to ?cellar temperature? is the ideal temp for ale, about 45 to 50 degrees F. There?s a misconception that people in England drink beer warm, at room temperature ? not true. They usually drink it at ale temperature, which is a little closer to cellar temp.

If you?re pouring the beer into the glass, warm up the glass from the outside. Just hold your hands around the glass, warm it up a bit. Your body can?t process the full flavors of cold things. That?s one big reason cheap beer is served ice cold: You can?t taste the undesirable flavors, your palate is numbed.

Pour down the center of the glass, about 3 quarters of the way. Let the head and beer rest, and let the carbon dioxide dissipate, because CO2 will mask the flavor too. Once the head goes down, pour in a little more. When you get down to the last swig in the bottle, swirl it around before you pour it into the glass to get that last bit of yeast settled at the bottom of the bottle.

Smell the beer. Taste it, roll it around your tongue and swallow, get the general impression of the beer. Don?t just don?t think in terms of bitter. Bitter might be the most recognizable quality but there are citrus notes and hops gives it a floral, vegetal flavor.

Pause. Take a bite of your food. Then take a sip of your beer and notice the difference because one changes the other.

Take notes. Keep a piece of paper and pen handy and take notes of the flavor. The right food with the right beer should be a ?2 + 2 = 5 experience.?

So what?s the big hoppin? deal? A short history

2005 | The NC craze started when the Pop the Cap Law passed. Sean Wilson, a master?s grad from Duke University, led the movement. He and 34 of his closest friends started a petition to the state legislature to repeal the law that set an 6%ABV cap on the amount of alcohol you could put into beer (Sean went on to establish the plow to pint Fullsteam Brewery in Durham).

2005 ? 2009 | As a consequence of this newfound latitude in producing and selling beer in NC, we had several entrepreneurs suddenly very interested in selling beer. North Carolina got a kind of late start compared to California and Oregon. The beer craze overtook the West coast in the 90s. We started around here sometime in the early aughts (2000s).

2009 ? 2012 | What we lacked in timeliness, we made up for with enthusiasm. In the last five years there?s been a groundswell of groundbreakings on craft breweries. Five years ago there were about 20 craft brew houses, there are now 72, according to ncbeer.org

Fall 2012 | With exponential growth, last fall North Carolina Division of Tourism decided to christen April 2013 as the first annual NC Beer Month. They reached out to breweries and hoteliers and said, ?please plan events for April because we?re going to do a national push.? So we did.

We?ve been embracing the beer pairing dinner for over three years now. We decided the food here at Lucky 32 Southern Kitchen is a lot more casual; and rich and spicy food goes well with beer. It?s what we enjoy drinking culinarily, and our dinners don?t compete with the events happening at our hotels.

A word about taste: Location doesn?t affect beer; a brewer?s influences do.

West Coast is a style, usually used to describe a beer that is not British style. There is no NC beer style, but certain breweries are endeavoring to utilize local ingredients to tie their beer to the terroir (Fullsteam), rotate all of their offerings each season like a chef or designer (Mystery), brew Bavarian-inspired lagers (RedOak), or make solid beers in classic styles (Highland).

A perfect match: Pairing brews and food

Mostly, what a person looks for when pairing any beverage with food is a ?True-to-style? beer/ wine/cider.

These classic styles, like a British-style IPA, a Milk Stout, or a Hefeweizen, were all developed over time to be part of daily life, meaning they go well with food; much like old world wines (which are often blended, as opposed to the California tradition of single varietal wines) were developed over the centuries to complement food, not to stand alone.

Similarly, many West Coast styles and anything with ?Imperial? in the title ? other than Russian Imperial Stout, which is a British style, that was exported to the Czars? courts ? is crafted to stand alone, and therefore more difficult to harmoniously pair with food.

Those bolder, hoppier styles tend to benefit from dishes that can match their intensity, but in a contrasting direction.

The beer supplies what the food doesn?t, and vice versa, in terms of being balanced on the
palate.

Vicious Shark-Tooth Weapons Reveal 2 Lost Species

A collection of vicious weapons made of shark teeth reveals that two species of sharks vanished from the reefs of Kiribati before scientists even noticed the species were there.

Until about 130 years ago, residents of the Gilbert Islands, which make up much of the Republic of Kiribati in the Pacific Ocean, used teeth from dusky sharks (Carcharhinus obscrus) and spotfin sharks (Carcharhinus sorrah) to make swords, spears, daggers and other fearsome weapons. Today, spotfin sharks can be found near Australia and Indonesia, and dusky sharks can be spotted near Fiji ? but neither plies the waters around Kiribati.

"We're losing species before we even know that they existed," said study researcher Joshua Drew, an ichthyologist at Columbia University. "That just resonates with me as fundamentally tragic."

Toothy weapons

Sharks have long been a major part of the Gilbert Islands? culture, as the animals played a role in Kiribati myths and rituals, Drew told LiveScience. The first European visitors to the islands in the late 1700s noted the native inhabitants? craftsmanship of weapons made of shark teeth. Weapon-makers would drill tiny holes in the teeth and secure them to wooden handles using coconut fibers and human hair. The results were daunting: all sharp points and serrated sides. Drew and his colleagues were looking for ways to tie sharks into their culture in order to get people excited about conservation. They were "poking around" in the anthropology collections of the Field Museum of Natural History in Chicago, when museum anthropologist Christopher Philipp, also one of the study authors, asked if they'd like to see some shark-tooth weapons.

"Anytime anybody asks you that question, your natural response is 'Yeah!'" Drew said. "They're cool."

The weapons were scientifically cool, too. Shape, serration patterns and other features of shark teeth were enough for researchers to identify the species. That meant Drew and his colleagues could figure out what kind of sharks the people of the Gilbert Islands were catching before scientific expeditions to the atolls were ever launched.

Vanished species

Using field guides and the museum's collections of shark jaws, the researchers identified teeth from eight species of shark on 122 weapons and teeth collections from the Gilbert Islands. The most common of those species was the silvertip shark (C. albimarginatus), whose teeth graced 34 weapons. Gilbert Islands weapon-makers also used teeth from silky sharks, oceanic whitetip sharks, tiger sharks, blue sharks and hammerheads.

Most surprising to scientists, however, was the discovery of dusky and spotfin sharks' teeth, as no scientist has ever recorded those sharks in Gilbert Islands reefs. It's unlikely that these two commercially valuable species would have been overlooked, the researchers wrote in a study published today (April 3) in the journal PLOS ONE, so it seems that the sharks simply vanished before anyone started taking a census.

"Probably, they were fished out," Drew said. Extensive shark-finning operations started in the region by the early 1900s, and in 1950 alone, fisherman pulled almost 7,716 pounds (3,500 kilograms) of shark fins (and only fins) from Gilbert Island waters. (Scientists now estimate that 100 million sharks are killed worldwide each year.)

The findings underscore the connection between Gilbert Islanders and sharks, Drew said. Kiribati has been a world leader in marine conservation, he said, adding that he hopes the findings will encourage more of that work. The discovery of previously unknown sharks in the area also pushes conservationists not to "set the bar too low" for Gilbert Islands reefs, Drew said, given that at one point, they supported more biodiversity than they do today.

"We shouldn't pack up and call it a day because we have two species of sharks there," Drew said. "We can do better."

Nearly 15000 in Augusta will qualify for insurance subsidy, group says

More than 800,000 people in Georgia, including nearly 15,000 in Augusta, will qualify for subsidies to buy insurance under the new health care reform law, an advocacy group estimated.

Because Georgia is refusing an offer to expand Medicaid, though, many of those people will buy their own insurance instead, which would greatly expand those numbers, the group said. Without that expansion, however, many adults and poor working parents would be without any coverage because they would not qualify for help.

Families USA released its report Wednesday on its estimates of who would qualify for tax credits in Georgia and South Carolina under the Affordable Care Act. Enrollment in those plans begins in October and takes effect Jan.1.

Tax credits to help the uninsured purchase health insurance will be available for people who earn up to 400 percent of the federal poverty level, or about $46,000 a year for an individual and $94,200 for a family of four, said Ron Pollack, the executive director of Families USA. The majority of the subsidies ? 54 percent ? will go to people earning twice to four times the federal poverty level.

Those credits will be ?reaching very deeply into the middle class? Pollack said. In Augusta, 52.7 percent of tax credit subsidies will go to people earning between two to four times the poverty rate.

The tax credit subsidies will also be largely going to working families ? 88.5 percent of the credits will go to families where at least one person is employed.

Many workers in Georgia lack access to health insurance through their jobs and are among the 1.9 million ? about 1 in 5 ? who are uninsured in the state, said Cindy Zeldin, the executive director of Georgians for a Healthy Future. Others are buying health insurance on their own now but are getting expensive policies with gaps in coverage and bewildering restrictions, she said.

The tax credit subsidies are ?that game-changer for people who have really struggled with a stressful and confusing market in the past,? Zeldin said.

The report?s analysis, however, assumed that both states would participate in expanded Medicaid coverage that would cover people earning up to 138 percent of the poverty level, which neither state?s governor appears willing to do. That would mean that people earning between 100 percent and 138 percent of the poverty level, between $23,850 and $32,499 for a family of four per year, could choose to take the subsidies and purchase insurance through the state marketplaces, Pollack said.

?If Georgia and South Carolina continue to stay out of the Medicaid expansion, these numbers are likely to go up,? he said. Cover Georgia, a group pushing for the Medicaid expansion, estimates that it could cover 600,000 currently uninsured residents.

The federal health reform law, though, does not allow subsidies below the federal poverty level, where it was assumed Medicaid expansion would cover them before the U.S. Supreme Court decision last year made that voluntary for each state. Medicaid in Georgia right now does not cover childless adults and covers only parents below 50 percent of the poverty level, Zeldin said.

?For those people below poverty, if the governors don?t opt into the Medicaid expansion, they?re out in the cold,? Pollack said. ?They?re not going to be able to get tax credit premium subsidies. They?re just going to be uninsured. And it is extraordinary that the poorest of the poor, the people who need coverage and care the most are the ones who are going to be most left out in the cold.?

Obama nominates economic aide to 2nd budget slot

WASHINGTON (AP) -- President Barack Obama has nominated one of his senior economic advisers as deputy director of the White House budget office.

Obama has chosen Brian Deese as his nominee for the number two slot at the Office of Management and Budget, a key position as Obama and Congress confront ongoing fiscal challenges.

Deese has been deputy director of Obama's National Economic Council and was a main administration figure during auto bailout negotiations in 2009.

Last month, Obama nominated Wal-Mart's Sylvia Mathews Burwell to lead the budget office. If confirmed by the Senate, Burwell and Deese would assume their roles as the government continues to deal with automatic spending cuts that took effect at the beginning of March.

The budget office also plays a crucial role in shepherding through government regulations.

Cyprus finance minister quits after bailout concludes, investigation begins

NICOSIA (Reuters) - Cyprus's finance minister resigned on Tuesday after concluding a 10 billion euro bailout deal with international lenders in which the country slashed its dominant banking sector and hit depositors with losses.

Michael Sarris, a lead player in talks with International Monetary Fund and European Union lenders, said he had completed his task but also that he was likely to come under scrutiny in an investigation into the crisis.

Tuesday's deal, which requires ratification from national EU parliaments and euro zone finance ministers, will see Cyprus receiving a 10 billion euro loan, carrying an interest rate of approximately 2.5 percent. It is repayable over a 12 year period after a grace period of a decade.

"This is a very important development which ends a very long period of uncertainty," said Christos Stylianides, Cyprus's government spokesman. Sarris said he expected the first disbursement of aid in May.

Compared with a previous draft deal with lenders brokered in November, Tuesday's agreement gave authorities additional room to reach a primary surplus by 2018, longer than an initial 2016, Stylianides said.

Cyprus's status as a financial hub, meanwhile, has all but crumbled in the space of a fortnight. Authorities were forced to wind down one bank and impose heavy losses on wealthier depositors in a second in return for the financial aid.

When banks reopened after a two-week lockdown last week, Cypriots were faced with currency controls to prevent a run on banks, unprecedented in the history of the 17-member euro zone.

In the event, there was no run.

PROBE FOR POSSIBLE OVERSIGHTS

Conservative President Nicos Anastasiades, in the job for a little over a month, appointed judges on Tuesday to investigate possible political and regulatory failures in the island's economic demise, as well as the role of banks.

Sarris, who was dispatched to Moscow last month but returned empty-handed as Cyprus sought Russian aid after parliament rejected a European bank levy proposal, said his main goal of agreeing a deal with lenders had been accomplished.

But he said it was also appropriate to resign since his previous role as chairman of the Popular Bank, or Laiki, - the island's second largest lender wound down under terms of the bailout - was also likely to come under scrutiny.

"I believe that in order to facilitate the work of (investigators) the right thing would be to place my resignation at the disposal of the president of the republic, which I did," said Sarris, who headed Popular for a few months in 2012.

Anastasiades, who appointed three retired Supreme Court judges to run the inquiry on Tuesday, said nobody would be exempt from the probe, starting with the legal business he once headed, and family connections.

A list of business which had moved money out of Popular in the run up to the bailout deal included a company in Limassol, whose owners are related to Anastasiades by marriage.

The list, produced in the Communist party newspaper Haravghi on Sunday and reproduced by other media, said the company, A. Loutsios and Sons, had moved some 21 million euros out of the bank.

The company said it had moved 10.5 million euros to Barclays Bank Plc in Britain, and the remaining amount to Bank of Cyprus in order to complete real estate transactions.

"We do not hide behind companies but acted, as we always do, with full transparency in our banking transactions," the company said, referring to the fact it was clearly identifiable in the list.

"Our actions are always based on sound business motives and as such, any implication of alleged privileged access to information is nothing but malicious and slanderous," it said.

An earlier statement by the company said it had a balance of uninsured deposits in Popular, now being wound down, of 7.32 million. It also had uninsured deposits of 20.6 million in Bank of Cyprus, part of which was being converted to bank equity under a process to make depositors pay for recapitalizing the bank, known as a "bail-in".

CAPITAL CONTROLS

Sarris will be replaced with Harris Georgiades, who has held the labor ministry post in Anastasiades's four-week administration.

Cyprus's previous Communist administration first sought aid from the "Troika" of IMF, EU and European Commission last year. That government was severely criticized for passing the buck onto the incumbent conservatives knowing full well they could not win general elections held last February.

"Unquestionably, the deal with the Troika should have been completed earlier," said Stylianides, the spokesman.

Cyprus earlier announced a partial relaxation of currency controls, raising the ceiling for financial transactions that do not require central bank approval, but keeping most other restrictions in place.

Before resigning, Sarris said it was not clear when the remaining capital controls would be lifted. "We would want to ease restrictions the soonest possible, but also have to ensure that stability (in the banking system) prevails," he said.

The island introduced curbs on money movements when banks reopened on March 28. A finance ministry decree on Tuesday, the third since controls were first introduced, raised the ceiling on transactions which do not require central bank approval to 25,000 euros from 5,000 euros. It also permits the use of cheques worth up to 9,000 euros per month.

Other restrictions introduced last week, including a 300 euro per day cash withdrawal limit and a 1,000 euro limit on the amount travelers can take overseas, remain in place.

The decree - signed by Sarris and dated April 2 - is valid for two days. Cypriot officials have said it could take up to a month for restrictions to be fully removed.

Cyprus last week agreed to break up its No. 2 lender Popular Bank, kept on an ECB liquidity lifeline for months, into a "good" and a "bad" bank. The bank's "good" assets will be transferred to Bank of Cyprus, where depositors have been forced into accepting massive losses on uninsured deposits of more than 100,000 euros.

The process sees 37.5 percent of deposits exceeding 100,000 euros converted into equity in the bank, and an additional 22.5 percent used as a buffer which could also be converted into equity if circumstances warrant it.

In a deal brokered early on Tuesday morning, it was also agreed that a small portion of the remaining 40 percent in uninsured deposits effectively frozen under the arrangement, 10 percent, be unblocked.

With China's Hottest Social Network in Danger, Netizens Cry: Hands ...

Could the growth of Weixin, China?s hottest new social network, be in danger?

Weixin, developed by Chinese Web giant Tencent and marketed globally as WeChat, is a free mobile communications app?with about 300 million total users. It allows users to reach out to old friends?and find new ones?via voice message, photo sharing, video chat, and walkie-talkie. Weixin was introduced in 2010 and has grown rapidly domestically and internationally ever since.

But the government may have other plans. On March 31, State-run China Central Television (CCTV) posted the following via its account on Sina Weibo, a popular micro-blogging platform:

Head of the Ministry of Industry and Information Technology (MIIT) Miao Wei has stated that the MIIT is currently considering whether to require [Tencent], the operator of Weixin, to implement a fee on [the service]. They have already asked operator [Tencent] to submit a [plan] to the Ministry. [Mr. Wei] also stated that fees in addition to data fees paid to telecom operators are entirely reasonable, but the supervising bureaus can [view the matter] from the users? perspective, [so although] fees on Weixin are possible, they will not be onerous.

The comment follows a March 28 statement by another powerful Chinese official that Weixin ?should charge a fee.? Tencent has so far held fast its position that it would keep Weixin free.

The move is widely seen by users as a way to placate China?s powerful telecom operators ??China Telecom, China Unicom, and China Mobile ? who are trying to defend their turf since their core business of voice communication and SMS are threatened by Weixin.?All three are state-owned enterprises, also called SOEs.?Weixin?s rapid growth may have cannibalized SMS [text message] fees for China?s mobile providers; in 2012, Caijing magazine reported that ?the number of SMS messages sent by China Mobile users witnessed record low growth in 2012.? With its powerful voice communication features, Weixin may also have taken a bite out of the operators? voice fees.

The latest statement from the MIIT has gone viral on Sina Weibo, with over 18,000 users sharing the post and over 6,000 weighing in to comment. User @dhljl echoed a widely held sentiment that ?the day Weixin charges a fee is the day it is destroyed.? Weibo commenters apparently comprised many Weixin users as well, as they rushed to defend the service with argument, epithet, or humor.

?If Tencent does not want to charge a fee, what law can the government or telecom operators rely on to force Tencent to charge a fee? This is totally unprecedented in history,? tweeted businessman Wang Weijia (@???).?Outraged users also point out that the potential fee would be a double-whammy, since users already pay telecom operators for data downloaded over their networks, including for content sent on the Weixin app. @ImKayWu?tweeted, ?The telecom operators cannot compete with Weixin so they try this underhanded move. Shameless. If we enjoy something nice for free it seems to get in their way.?

If the contemplated fee were to become reality, it would mark government?s departure from a relatively laissez-faire approach toward Chinese Internet companies and hark back to the bad old days of planned economy. While the Chinese government engages in active Internet censorship, it has nonetheless given Chinese companies a rather free hand to make business decisions, including whether to charge fees.

One reason for the heretofore hands-off approach is authorities? stated desire to encourage ?indigenous innovation,? a policy announced in 2006 intended to reduce reliance on foreign technology (and line the pockets of Chinese business). In some ways, the so-called Great Firewall of Censorship, which renders Facebook, Twitter and Google Plus unreachable via standard Mainland connections, is part of this policy.

And it has worked. China has produced some of the world?s largest Internet companies, including Alibaba, Tencent, Sina and a slew of others, making China one of the world?s largest e-commerce markets and contributing billions of dollars to the economy.

With a fee on Weixin, Chinese authorities would undermine that objective and it could kill the golden goose. Weixin has risen to become a potential rival to all comers worldwide, including WhatsApp and LINE, or even Skype and Facebook. As @??__ wrote, ?At the start, users chose Weixin because it was free. Now, Weixin [has become] an open sharing platform, and not just because of voice and text communication?Weixin?s competitors have come to include Weibo, Facebook, and [other] social networks.?

Weixin?s appeal is indeed vast, particularly within China. It has become known as a way for young Chinese to find romantic hook-ups using its location based services. With its photo-sharing, walkie-talkie, and group-chat functions, it has also become a valuable tool for dispersed families to keep in touch.

The smart money says that Chinese authorities, and the SOEs with whom they remain closely tied, will not follow through with their threat. At best, it would represent a short-term revenue boost to telecom providers, but at the expense of one of China?s most promising and innovative new products. Even that much cannot be guaranteed. The fee may simply drive erstwhile Weixin users into the arms of the inevitable next-generation Weixin copy-cats, who would gladly continue to siphon revenue from the Big Three.

At worst, the move would enrage users and simply shift wealth from everyday Chinese users and an innovative private company to three SOEs. The appearance of an unholy alliance between government and SOEs prompted one Reuters columnist to call the latter a ?vampire squid? late last year, and that perception has only intensified with recent negative state media coverage of Apple, Inc. that appears protectionist in nature.

Without knowing Chinese authorities? true intent, it?s at least likely that they have used recent statements as trial balloons, gauging reaction on Weibo and other social media platforms in order to determine the extent of possible blowback. It would not be the first time that the Chinese Internet, with its relatively free-wheeling commentary, were used as a window into public sentiment by officials who lack more democratic means of pulse-taking.

If China?s government is listening, the message that grassroots users are sending is clear. As @???????? wrote, ?Nation, what do we common folks look like in your eyes? Tools to make money? What are you doing to make peoples? lives better?? In other words: keep your hands off our Weixin.

Pope Francis celebrated his first Easter Sunday since his election, leading a traditional open-air Mass in front of St. Peter's Basilica at the Vatican.

The pontiff strode onto a flower-bedecked esplanade facing St Peter?s Square, into which tens of thousands of faithful had gathered from early Sunday.

Francis bowed his head in reflection as the Gospel was sung in Latin, The Associated Press reported, recounting what Christians believe is the central mystery of their faith ? the resurrection of Jesus after this death by crucifixion.

On the holiest day of the Christian calendar, he was later expected to make his "Urbi et Orbi" speech to the city of Rome and to the world.

"Let the risen Jesus enter your life,? the pope told worshippers before the service via his Twitter account. "He will receive you with open arms."

On Saturday night, he presided at a solemn Easter vigil Mass in St. Peter' Basilica to usher the Catholic Church into the most important day of its liturgical calendar, Reuters reported.

The immense basilica, the largest church in Christendom, was in the dark for the start of the service to signify the darkness in Jesus' tomb before what Christians believe was his resurrection from the dead three days after his crucifixion.

Some 10,000 faithful lit candles as Francis, the former Cardinal Jorge Bergoglio of Argentina, walked up the main aisle, and then the basilica's lights were turned on, Reuters said.

The 76-year-old Francis, wearing relatively plain white vestments - as opposed to the more elaborate robes preferred by his predecessor Benedict - delivered a simple homily recounting the Bible story of the women who went to Jesus' tomb but were surprised to find it empty.
